  2. Watch the bottom of each downspout. A gutter that is overflowing above a dry downspout means a blocked elbow, not a full gutter.
  3. Look at the upper gutters with binoculars or your phone camera zoomed in. Leaves or seedlings showing above the edge mean the run is full.
  4. Check where an upper downspout empties onto a porch or garage roof. If nothing comes out in the rain, the upper gutter is not draining.
